Space law expertise
My expertise is international space law, national space law and international space politics, covering the topics of PAROS, LTS, STM, etc. I mainly participated in international discussions in space-rules making and interpretation in two aspects: arms control issue (Manual on International Law Applicable to Military Uses of Outer Space, MILAMOS, 2017-2022) and space resource issue (Global Expert Group on Sustainable Lunar Activities, GEGSLA, 2021-).
And I have been invited as an international legal expert to participate in United Nations space law meetings. For example, as the only international scholar representative, I was invited to give a presentation in the first joint panel of the First and Fourth Committees UNGA in October 2022. I also a have been legal person in China as to national space legislation and international negotiations in space-rules making in the platforms such as the Open-ended Working Group on Reducing Space Threats.
As a professor, I have taught space law, international private space law courses at BIT, BUAA, Shenzhou Academy of CAST, for both Chinese (in Chinese) and international students (in English). I have published and presented extensively on space law issues, including over 80 papers and more than 30 research reports in Chinese, amounting to around 2,100,000 words.

IISL Position applied for
Director

Specify your relationship with the IISL
I have been a member of the IISL for 13 years since 2011, and acted as a Director (2021-2024). This platform has provided me plenty of excellent opportunities to advance myself both personally and professionally. In November 2023, I served as the judges of the World semi-final Round and the memorials judges for the competition finals of the 32nd Annual Manfred Lachs Space Law Moot Court. And I have been engaged in the IISL Manfred Lachs Moot Court Competition since 2008 as a coach of BIT team which participated in the Chinese national rounds and Asia-Pacific rounds and four times achieved the runner-up place at the Chinese round. More so, my academy of BIT hosted the Asia-Pacific rounds in 2020, 2021 and the World Final round in 2013.
Since my formal joining IISL in 2011, I have been actively participated in major activities of the Institute, in particularly, gave presentations at the Colloquia on the Law of Outer Space in 2011-2013, 2015-2017, 2019 and the Galloway Symposium in 2011, 2014-2017. I was honored to speak at the IISL/ECSL Space Law Symposium held during the LSC sessions of COPUOS in 2015, 2019 and 2024. I have been also promoting IISL activities to my students and colleagues in China.

Specify the reason for applying for the postition and how you can serve IISL
To serve as a Director of the IISL could give me a unique opportunity to give more back to the organization and to ensure that it continues to be a valuable place of support for space law professionals, in particular for the Chinese community. As a rapidly developing space-faring country, China needs more communications with international space law community, to listen carefully to the international voices, and to identify, circulate the positions and thoughts of itself to avoid any unnecessary misunderstandings and contribute to the development of an internationally harmonized space law.
