Dennis Burnett

Dennis Burnett is an attorney with experience in government, corporate and private practice. He has advised government and private clients from Australia, China, France, Germany, Japan, Russia, Spain, United Kingdom and the United States on public and private, international and domestic space law issues.
Government Experience
Attorney in the Office of General Counsel of the Federal Maritime Commission (1973-1978), specializing in trade dispute resolution regarding discriminatory practices against U.S.-flag or third country-flag shipping by foreign legislation or policy.
Corporate Experience
Attorney in the office of General Counsel of COMSAT General Corporation (1978-1982) and Communications Satellite Corporation (1982-1984) with primary responsibilities for new business development in maritime mobile satellite communications, remote sensing, land mobile communications satellites, investments in Panamanian and Nicaraguan telecommunications companies, international frequency coordination matters, international technical services support and export licensing.
Private Practice
Attorney representing companies, individuals and government agencies, specializing in space business and regulation (1984-2004).
Corporate Experience
V.P. Trade Policy and Export Control, EADS North America, responsible for national security and export licensing and compliance (2004-present).
Education
Mr. Burnett is a graduate of Nebraska Wesleyan University (B.S., Political Science and German – 1970), the University of Nebraska College of Law (J.D., Associate Editor, NEBRASKA LAW REVIEW – 1973) and Georgetown University Law Center (LL.M. – 1976).
Activities
Mr. Burnett is the Treasurer of the International Institute of Space Law. He also serves as the Vice Chairman of the Space and Communication Law Advisory Board, University of Nebraska College of Law and as an Adjunct Professor of Law at the University of Nebraska College of Law, teaching a course on export and trade law. Mr. Burnett also lectures annually at the International Space Univeristy on export trade and compliance. Mr. Burnett is an active member of the U.S. Department of State’s Defense Trade Advisory Group (“DTAG”), the Society for International Affairs and the American Institute of Aeronautics and Astronautics. He also is a member of the District of Columbia Bar and the American Bar Association.
