Valentin Uvarov is a Russian expert, a specialist in the field of space policy, economics and law. His research interests include the creation of favorable legal conditions for the development of the space economy; problems of the safety of near-Earth orbits and space traffic; regulation of the receipt, processing and dissemination of remote Earth observation data from space, as well as products based on them; the formation of a new world order in the field of space resources.
While in his capacity as Director of the Department of Commercial Projects in the Field of Manned Spaceflight Missions and Space Research and the Department of Manned Space Complexes of JSC United Rocket and Space Corporation, Valentin was a member of the State Commission for Flight Testing of Manned Space Complexes.

Valentin Uvarov graduated from Moscow State Institute of International Relations, International Law Department in 1983, went for his professional development course in a joint program of the Russian Presidential Academy of National Economy and Public Administration, AFW Wirtschaftsakademie Bad Harzburg GmbH (Germany) and Independent Director Program of the Higher School of Public Administration with Moscow State University. Valentin Uvarov can make a significant contribution to the implementation of the IISL mission. He is an expert in space activity regulations and has experience working in the space sector of his country's economy. Mr. Uvarov is one of the founders of an American-Chinese-Russian non-governmental organization that works to solve urgent problems related to space regulation (this NGO has observer status with the UNCOPUOS). Mr. Uvarov is a public figure who promotes interest in space and space law among young people and the widest audience. Mr. Uvarov is also certified as a director and has extensive contacts at both governmental and non-governmental levels, internationally and nationally. These contacts can be useful for promoting the IISL and effectively solving the problems facing our professional community.
