The International Institute of Space Law announces with great sadness the passing of Prof. Karl-Heinz Böckstiegel on 19 Dec. 2025.
Professor Böckstiegel was former director of the Institute and later Honorary Director of IISL. He was the fifth director of the Cologne Institute of Air and Space Law from 1975 to 2001. He was an outstanding figure in international commercial law and international arbitration. In the field of air and space law he was chairman of the Committee on Air and Space Law of the German Society of Aeronautics and Astronautics (DGLR) and the Committee on Air and Space Law of the German Association of International Law (DVIR). He was President of the Space Law Committee of the International Law Association (ILA) and its representative at UNCOPUOS. Further more he was Vice President of the International Court of Air and Space Arbitration, Board Member of the European Center for Space Law (ECSL) of the European Space Agency and Member of the Advisory Board of the Journal of Space Law and Space Policy.
Under the directorship of Prof. Böckstiegel the Cologne Institute of Air Law was renamed into Institute of Air and Space Law. He started an era of international symposia, bringing together experts from all over the world. The first of those symposia was held 1977 under the title ‘Product liability and Air and Space Transportation’. 1979 followed the symposium on ‘Settlement of Space Law Disputes’. In 1995 a high-level symposium about ‘Perspectives of Air Law, Space Law and International Business Law for the next Century’ took place with participation from judges from the International Court of Justice. At the end of his directorship, the ‘Project 2001’ was launched, with a symposium on the ‘legal Framework for the Commercial Use of Outer Space’. The international symposia were milestones in the discussion of current topics in space law. However, the organization of a continuous exchange of opinions and academic engagement by the space law community was crucial. Prof. Böckstiegel played a particularly important role in this regard. He had a special talent for bringing people together and building an international network. This also gave young professionals the opportunity to get involved in the space law community.
On the occasion of his retirement, Prof. Böckstiegel was honored with two libri amicorum. His Manual on Space Law (1991) and the loose-leaf collection ‘Space Law: Basic Legal Documents’, he founded together with Dr. Marietta Benkö remain unforgettable. On the occasion of the 100th anniversary of the Institute of Air Law, Space Law, and Cyber Law in the spring of 2025, the space law community had another opportunity to meet Professor Böckstiegel in person. We will remember Prof. Böckstiegel as someone who, in addition to his outstanding expertise and eye for practical relevance, had a special gift for bringing people together.

Das Internationale Institut für Weltraumrecht (IISL) gibt mit großer Trauer den Tod von Prof. Karl-Heinz Böckstiegel am 19. Dezember 2025 bekannt.
Professor Böckstiegel war ehemaliger Direktor des Instituts und später Ehrendirektor des IISL. Von 1975 bis 2001 war er der fünfte Direktor des Kölner Instituts für Luft- und Weltraumrecht. Er war eine herausragende Persönlichkeit im internationalen Handelsrecht und in der internationalen Schiedsgerichtsbarkeit. Im Bereich des Luft- und Weltraumrechts war er Vorsitzender des Ausschusses für Luft- und Weltraumrecht der Deutschen Gesellschaft für Luft- und Raumfahrt (DGLR) und des Ausschusses für Luft- und Weltraumrecht der Deutschen Vereinigung für Internationales Recht (DVIR). Er war Präsident des Ausschusses für Weltraumrecht der International Law Association (ILA) und deren Vertreter beim UNCOPUOS. Darüber hinaus war er Vizepräsident des Internationalen Schiedsgerichtshofs für Luft- und Raumfahrt, Vorstandsmitglied des Europäischen Zentrums für Weltraumrecht (ECSL) der Europäischen Weltraumorganisation und Mitglied des Beirats des Journal of Space Law und Space Policy.
Unter der Leitung von Prof. Böckstiegel wurde das Kölner Institut für Luftrecht in Institut für Luft- und Weltraumrecht umbenannt. Er leitete eine Ära internationaler Symposien ein, zu denen Experten aus aller Welt zusammenkamen. Das erste dieser Symposien fand 1977 unter dem Titel ‚Produkthaftung und Luft- und Weltraumtransport‘ statt. 1979 folgte das Symposium zum Thema ‚Beilegung von Streitigkeiten im Weltraumrecht‘. Im Jahr 1995 fand ein hochrangiges Symposium zum Thema ‚Perspektiven des Luftrechts, Weltraumrechts und internationalen Wirtschaftsrechts für das nächste Jahrhundert‘ statt, an dem Richter des Internationalen Gerichtshofs teilnahmen. Am Ende seiner Amtszeit wurde das ‚Projekt 2001‘ mit einem Symposium zum Thema ‚Rechtlicher Rahmen für die kommerzielle Nutzung des Weltraums‘ ins Leben gerufen. Die internationalen Symposien waren Meilensteine in der Diskussion aktueller Themen des Weltraumrechts. Entscheidend war jedoch die Organisation eines kontinuierlichen Meinungsaustauschs und akademischen Engagements durch die Weltraumrechtsgemeinschaft. Prof. Böckstiegel spielte dabei eine besonders wichtige Rolle. Er hatte ein besonderes Talent dafür, Menschen zusammenzubringen und ein internationales Netzwerk aufzubauen. Dies gab auch jungen Fachleuten die Möglichkeit, sich in der Weltraumrechtsgemeinschaft zu engagieren.
Anlässlich seiner Emeritierung wurde Prof. Böckstiegel mit zwei libri amicorum geehrt. Sein Handbuch zum Weltraumrecht (1991) und die zusammen mit Dr. Marietta Benkö gegründete Loseblattsammlung ‚Weltraumrecht: Grundlegende Rechtsdokumente‘ bleiben unvergessen. Anlässlich des 100-jährigen Jubiläums des Instituts für Luft-, Weltraum- und Cyberrecht im Frühjahr 2025 hatte die Weltraumrechtsgemeinschaft nochmals Gelegenheit, Professor Böckstiegel persönlich zu treffen. Wir werden Prof. Böckstiegel als jemanden in Erinnerung behalten, der neben seiner herausragenden Fachkompetenz und seinem Blick für die praktische Relevanz eine besondere Gabe hatte, Menschen zusammenzubringen.
