Obituary for Stephen E. Doyle
The IISL lost a monumental force with the passing of Stephen E. Doyle on October 7, 2026, at the age of 91. Steve was a towering figure, both physically and intellectually, who left an indelible mark on the development of space law and policy. He was married to Rosemary J. Nichol for 60 years, and together they had 5 children, three grandchildren and two great grandchildren. Upon Rosemary’s passing in 2020 he stated with his typical humor and grace that he “was just getting used to her.”

Steve was a man of letters, and studied at Boston College and the University of Massachusetts where he received a BA degree in English. He earned his JD from Duke University. He was part of the first class at McGill University to study space law together with Nandasiri Jasentuliyana, Francis Lyall and Paul Larsen, and maintained a close friendship with them throughout his life. He never lost his lust for learning, studying International Traffic in Arms Regulations (ITAR) in his later years.
Steve interned for Andrew Haley, and assisted in the preparation of Haley’s landmark book “Space Law and Government.” During his distinguished career, Steve worked for the U.S. government in several capacities, including serving in the FCC, the Department of State, the Executive Office of the President, NASA, the Congressional Office of Technology Assessment, and as a member of the U.S. delegation to COPUOS. After leaving government service he worked for the Aerojet–General Corporation, in Sacramento, California, and helped to establish the Clean Energy Systems Corporation.
Steve was a prolific author and was hard to argue with as he had a commanding knowledge of space law and technology. But equally as important as his writings was his mentorship of young space lawyers, providing guidance and inspiration to many of us. He was a source of unparalleled expertise of the history and development of the field, and contributed his knowledge in a series of lengthy interviews with the Space Court Foundation. Steve received numerous accolades during his illustrious career, including the IISL Lifetime Achievement Award in 2020.
On a personal level, Steve and Rosemary traveled the farthest to attend my wedding to Patricia M. Sterns, for which they will always have a special place in my heart. He is truly irreplaceable, and his legacy will endure forever in the annals of space law.
